According to the budget performance reform for 2021, the Government of Georgia has spent GEL 247 million on non-staff employees in 9M2021, so the figure is 22% or GEL 44.4 million more compared to the same period of 2020.

Budget performance statistics do not show how many people are employed as non-staff employees in the public sector.

As for the salaries of state employees, it amounted to GEL 1.2 billion in the first 9 months of 2021, which is GEL 74.8 million more than the previous year.

In total, GEL 1.45 billion was spent on the maintenance of the state apparatus in 9 months, which was GEL 119 million more compared to the same period of the previous year.

As of the legislation, non-staff personnel is defined as individuals who have a binding contractual arrangement with the organization for the provision of functions directly related to the execution of development projects and non-core services for a determined period.
