Pursuant to the relevant article of the Spatial Planning, Architectural and Construction Activity Code, until March 1, 2024, architects and construction engineers do not need to be certified and can continue to verify the compliance of an architectural project.

The Sector Economy and Economic Policy Committee deliberates the changes to the Spatial Planning, Architectural, and Construction Activity Code in the second reading.

As the rapporteur, David Songhulashvili, elucidated, pursuant to the draft law, construction supervision should be carried out by a team of specialists from different fields, and not by one, even a certified supervising expert. The change, thus, excludes the liability of the Government of Georgia in adopting the resolution on the procedure for the inspection of the construction facility by the accredited inspection body and the certified expert and the insurance of their liability.

According to him, the changes terminate the validity of the Article regulating the certification of the architects and the constructing engineers as of March 1, 2024, and the submission of the permit documents to the administrative body issuing the permits shall be ensured between October 1, 2022, and March 1, 2024.

The Committee also discussed the changes to the Law on Architectural Activities in the second reading.

MPs approved the documents for the Plenary Session, where the Parliament will deliberate the changes in an accelerated manner.
