Georgia’s Environmental Supervision Department has detected 20,727 cases of vehicles exceeding permitted emissions limits since roadside monitoring began three years ago. The program has been operating in Tbilisi, Rustavi, Kutaisi and Batumi since September 4, 2023.
Tbilisi accounts for the largest share with 11,273 violations, followed by Batumi with 3,627, Kutaisi with 3,366 and Rustavi with 2,461. Of the total cases, 18,032 involved individuals and 2,695 involved legal entities.
Passenger cars accounted for 12,109 violations, minibuses for 7,905, trucks for 694, buses for 18 and an excavator for one. The Department says it has expanded its monitoring capacity by increasing the number of crews, purchasing hybrid vehicles and equipping teams with specialized measuring devices.
Violations increased from 5,562 in 2024 to 6,016 in 2025 and 6,105 in the first eight months of 2026, including 743 cases in August alone. The Department has now established a dedicated Emissions Control Service to further improve the efficiency and speed of roadside monitoring.
