According to the European Commission’s 2025 Enlargement Report on EU candidate countries, Georgia granted citizenship to 3,587 individuals in 2024, the majority of whom were Russian citizens.
The report notes that 2,361 Russian nationals, 251 Germans, and 175 Ukrainians received Georgian citizenship last year, marking an increase of 476 compared to 2023. During the same period, 1,592 individuals lost their citizenship, mostly due to acquiring Russian nationality.
Georgia grants citizenship by birth, naturalization, presidential decision, restoration, adoption, or descent. While the country generally does not allow dual citizenship, the President may grant exceptions in special cases. The State Services Development Agency (SSDA) handles citizenship applications.
The report clarifies that Georgia does not have a formal “citizenship by investment” or “Golden Passport” program, though investment-based temporary or permanent residence permits are available for foreigners.
