Armenia to Implement New ID Card and Biometric Passport System by 2026

According to Deputy Minister of Internal Affairs of Armenia Arpine Sargsyan, the country will soon begin the process of implementing a new system for issuing ID cards and biometric passports.

Sargsyan noted that the project is currently in the second stage of the initial tender, which will allow for a more thorough selection of service providers. Private companies that passed the first round will receive proposals from the government in September 2024 and will be able to submit their final projects by the end of the year.

The evaluation of applications will begin in early 2025, and if everything proceeds smoothly, the tender winner will be determined by March of next year, followed by the signing of a contract.

The selected company will have about a year to prepare the necessary infrastructure according to the required standards. Only after this, starting in March 2026, will the new system begin to operate.

The introduction of modern ID cards and biometric passports is a key step in Armenia's dialogue with the EU on visa liberalization. The new documents will meet high data security standards.

According to the Deputy Minister, this reform is aimed at improving the efficiency and quality of government services provided to Armenian citizens in the process of document issuance.
