According to the 2025 state budget draft, the Armenian government plans to allocate approximately $783 million for education, including the development of an academic campus. This amount will account for 9% of total state budget spending and represents a 6% increase over 2024 figures, reports the ACSES analytical center.
A significant portion—around $343 million (44%)—will be dedicated to providing free general education. These funds will cover free schooling for over 413,000 students and provide more than 2 million textbooks.
More than $268 million is earmarked for the construction and renovation of schools and kindergartens. This initiative includes building 15 kindergartens and carrying out construction and repair work at 66 schools.
Approximately $57 million will go toward tuition fee compensation, enabling partial or full coverage of costs for vocational, specialized secondary, higher, and postgraduate education for 47,100 students.
Over $7.7 million is allocated for the academic campus project, focusing on designing a 109,700-square-meter site.
However, as noted by ACSES head and economist Haykaz Fanyan, the allocated amount, which represents 2.75% of the projected GDP, remains insufficient. This percentage is lower than in both developed countries and developing nations such as the Philippines (3.6% in 2023), Tanzania (3.3%), and Cambodia (3%). According to the expert, addressing issues related to the efficient use of funds could lead to 20–30% better results over the next 5–10 years.
