Arsi: Higher Wages Alone Can No Longer Solve Construction Labor Shortage

Labor shortages remain one of the main challenges facing Georgia’s construction sector. Beso Ortaidze, head of developer Arsi, said the market and scale of planned projects are expanding much faster than the available workforce.

Speaking on “Business Morning,” Ortaidze said that despite increased attention to vocational education, the sector’s demand for workers remains unmet. He added that tighter regulations on bringing in foreign workers have further complicated the situation.

“The sector and market are developing much faster than the corresponding supply. It is important to consider what projects are being planned, and these projects are much larger in scale today, creating an imbalance. This is further compounded by stricter regulations regarding non-residents. When the scale of projects and quality requirements are growing so rapidly, higher wages alone can no longer eliminate the shortage - we simply do not have enough human resources,” Ortaidze said.

According to the Arsi head, unless effective steps are taken to increase the supply of labor, the shortage could become even more acute as large-scale projects enter their active construction phases. He said the issue requires additional measures beyond wage increases to ensure sufficient workforce availability.
