Georgia’s Communications Commission (ComCom) has preliminarily concluded that the retail market for high-quality fixed internet services for businesses and public institutions is not effectively competitive. These services are delivered through dedicated lines and are designed to provide reliable, high-quality connectivity.

The commission’s study also covers the wholesale market for dedicated-line termination. ComCom will invite telecom operators to comment on its preliminary findings before publishing the document for public consultation and making a final decision.

The comprehensive telecommunications market study began in 2022 with EU funding and support from European experts. Its first phase ended in 2024, while the second phase, launched in 2025, examines business internet services and related wholesale markets, including infrastructure access, IP transit and dedicated-line networks.

As of 2026, Georgia has approximately 1.13 million household fixed-internet subscribers and 57,431 business and institutional subscribers, including private companies and public organizations.
