Businessman Sulkhan Papashvili Plans to Build 52.5 MW Wind Farm in Kaspi

Businessman Sulkhan Papashvili's company, Teliani Wind LLC, is planning to build a 52.5 MW wind power plant in Georgia's Kaspi municipality, according to the project's environmental scoping report.

The project, located near the village of Zemo Rene, will include seven Goldwind GW182-7.5 wind turbines, each with a capacity of 7.5 MW, as well as a 110 kV substation, underground and overhead transmission lines, access roads and supporting infrastructure. The electricity generated will be connected to Georgia's national power grid.

Papashvili, who owns 100% of Teliani Wind, also owns the 18.75 MW Niabi wind farm, which entered operation in spring 2026. The company says the new project will help increase renewable energy generation and provide additional electricity during periods when Georgia faces higher seasonal power shortages.

As part of the environmental impact assessment process, the project will undergo detailed studies because part of the site is located within the Emerald Network, an area important for biodiversity and migratory birds. The assessment will examine potential impacts on wildlife, landscape, soil, noise and aviation safety before construction proceeds.
