For the October 4, 2025, local self-government elections, the Central Election Commission (CEC) will purchase $2.3 million worth of software and voter list loading services from the company "Smartmatic". This is the same company whose equipment was used in the 2024 parliamentary elections.
According to the contract, the CEC will pay Smartmatic for the following services:
- Loading of voter lists – $295,348
- Preparation of ballots – $369,110
- Transmission of results – $327,845
- Project management services, expert support (including on election day), reporting, and warehouse operation support – $1,269,806
Additionally, for the 2025 local elections, the CEC purchased extra equipment from Smartmatic under a $2.9 million contract signed in April 2025, which included 450 new vote-counting devices, 450 ballot boxes, and various consumable materials.
For the 2024 parliamentary elections, the CEC paid Smartmatic 54.2 million GEL for equipment and software.
