International engineering firms planning to participate in Tbilisi Transport Company’s GEL 416 million tender for a 7.5-km tram line have raised multiple questions with the City Hall and requested an extension. Since October, more than 40 questions have been submitted regarding technical specifications, pricing, financing, and other project details. The tender, originally set to close on December 22, 2025, was extended to February 16, but companies still seek clarifications.
The tram line will be built under a Design-Build model, connecting Didube Metro to the 3rd and 4th districts of Didi Digomi, with 11 stops and each tram set carrying at least 300 passengers. The contractor will have 36 months to complete the project, including 24 months for construction. Key components include design work, infrastructure, and a fully integrated tram management system.
Tender requirements specify that participating companies must have completed at least two tram lines since 2010. The current tender does not cover the purchase of tram sets, which will be procured separately in the future.
Participating companies’ questions focus on financial, technical, and operational issues, including guarantees, pricing conditions, tram capacity, road modifications, relocation of utilities, and the recognition of metro projects as relevant experience. They also seek clarification on surveys, research requirements, and dispute resolution mechanisms, urging the City Hall to provide answers or further extend the tender.
