Draft Law Proposes Increasing Tender Submission Fee to GEL 100

The Georgian government has proposed amendments to the Law on Public Procurement that would raise the fee for submitting proposals in tenders and competitions from GEL 50 to GEL 100. The draft legislation was presented by Vakhtang Bachiashvili, Parliamentary Secretary of the Government Administration, during a session of the Finance and Budget Committee of Parliament.

Under the draft, the fee for submitting a proposal in a competition, electronic tender, or consolidated tender would be set at GEL 100. Additionally, the fee for publishing tender and competition announcements and documentation would increase to GEL 100, up from the current GEL 25 or GEL 50, depending on the case.

The draft law also introduces a provision for the upcoming Central Procurement Authority, an independent body responsible for consolidated tenders. According to the proposal, the winning bidder in a consolidated tender will be required to pay a fee not exceeding 1% of the contract value to the Central Procurement Authority.

“The changes are intended to standardize fees for submitting proposals and publishing tender documentation, while ensuring the new Central Procurement Authority is sustainably funded,” the explanatory note to the draft law states.

The amendments are currently under discussion in Parliament and, if approved, would take effect following the establishment of the Central Procurement Authority.
