Driver’s License Amnesty Might Be Seen as Forgiving Serious Violations – Eka Laliashvili

“Revoking a driver’s license already means that a person is considered dangerous to society,” said Eka Laliashvili, Chairwoman of the Georgian Alliance for Safe Roads, while discussing the driver’s license amnesty on BMGTV’s Business Morning.

According to Laliashvili, the use of amnesty in international road safety practice is extremely rare, especially in cases involving driving under the influence of alcohol or drugs, as well as speeding.

“These are not ordinary violations; they are exceptional cases. When a driver’s license is revoked, it means the driver poses a danger to society. In such situations, instead of automatically restoring the license through amnesty, we should focus on alternative measures, such as awareness-raising and providing the opportunity to retake exams,” she noted.

Laliashvili warned that the amnesty carries both potential benefits and risks. “If communication with drivers and the public is handled properly and the points system is enforced effectively, it can encourage responsible behavior. However, there is also a risk that amnesty will be perceived as forgiveness for serious violations, creating expectations that such ‘gifts’ will be repeated in the future,” she added.

According to her, this is why road safety policies must be carefully planned and consistently enforced to ensure long-term positive outcomes rather than short-term relief.
