Georgia’s energy sector is awaiting clarity on the conditions for the planned GEL 1 billion write-off of fines, according to Maia Melikidze, Executive Director of the Georgian Association for Renewable Energy Development. Speaking on BMGTV, Melikidze said the private sector has been contacting her daily for updates.
"Every day, at least three to four calls come to my phone asking for communication with the Ministry of Economy," Melikidze stated. Currently, energy investors do not know the specific criteria or which projects and companies will benefit from the write-off.
The initiative was announced by Prime Minister Irakli Kobakhidze on December 10, 2025. The government emphasized that while fines would be forgiven under certain conditions, companies would remain fully liable for any new fines accrued after the deadlines and for any previously waived penalties if they fail to comply with the sector’s state-led overload management plan.
Melikidze highlighted the urgency for concrete guidance. "We have a big request to the Ministry of Economy to provide answers as quickly as possible regarding which projects are covered, which companies are affected, and the specific allocations for each investor. The private sector’s request is entirely legitimate, as investors want to proceed with new projects without delay. The challenge is bureaucratic, not financial. There is no shortage of money in the country, but clarity and speed are essential for investors to build new generation facilities efficiently."
