The Ministry of Justice of Georgia announced expressions of interest in studying the existing contract of the Namakhvani HPP project and preparing a legal opinion.
"Dear Sirs/Madams,
We hereby would like to announce that the Ministry of Justice of Georgia (MoJ) is requesting eligible international law firms (“Consultants”) to submit proposals for providing legal services in connection with the Build-Own-Operate Agreement for the development of Namakhvani Hydro Power Plant Cascade Project (433 MW) signed between the Government of Georgia, represented by the Ministry of Economy and Sustainable Development of Georgia, JSC Georgian Energy Development Fund, JSC Electricity System Commercial Operator and JSC Georgian State Electrosystem and Clean Energy Group Georgia LLC (“the Agreement”) and for preparing a legal opinion (“LO”) as per enclosed terms of reference (“TOR”).
Services: review and evaluation of the Agreement in terms of its conformity with international best practices and compliance with Georgian laws and preparation of the LO.
Deliverables: LO to be prepared by the Consultant within the timeframe specified in the attached TOR.
It is the MoJ’s unrestricted discretion to decide on a successful bidder without any further explanation as to the decision-making process.
Consultants who seek to be shortlisted are to submit:
- - the corporate profile;
- - information on relevant experience with a focus on HPP-related projects;
- - information on staff members along with respective CVs;
- - information on legal fees.
The proposals should be submitted by the 10th of June 2021. Should you have any questions with regard to these TOR, please feel free to contact us. Once information has been requested, we would endeavor to provide all the formation requested expeditiously, but any delay in providing such information should not be considered as a reason for extending the date of the submission of your proposals. Note: conflict of interest may arise if the Consultant has been engaged in the initial drafting, negotiation or similar activities related to the project mentioned above. Such an applicant will be automatically disqualified from the bidding process."
