Former Infrastructure Minister Irakli Karseladze Launches New Construction Company

Irakli Karseladze, who served as Georgia’s Minister of Regional Development and Infrastructure from February 22, 2021, to April 24, 2025, has entered the private sector. According to the Business Registry, he founded a new construction company, Caucasus Prime Builders, on May 30, just over a month after his resignation.

Karseladze serves as director of the company and owns 50% of it. The other 50% is held by businessman Devi Dumbadze, who is also affiliated with several other construction-related firms, including HABITAT CONSTRUCTIONS LLC, Quantum LLC, DUDCONSTRUCTION LLC, and Demco LLC.

In May 2025, Karseladze filed his mandatory asset declaration, reporting an annual income of GEL 80,000 from his ministerial role, ownership of a 549 sq.m. land plot and a 268 sq.m. house in Tbilisi (purchased for USD 100,000 in 2017), and USD 60,000 in savings.

Karseladze’s resignation followed a series of changes in the government structure. In February 2025, the Ministry of Infrastructure was split, with the Ministry of Regional Development becoming a separate entity. While former State Security Service head Grigol Liluashvili was initially expected to lead the new ministry, Kakhaber Guledani was ultimately appointed. Karseladze later stepped down, and Revaz Sokhadze was named his successor.
