The United States and Armenia have committed to significantly expanding cultural and educational exchange programs, with a special focus on fostering interpersonal connections, including through the Armenian diaspora in America. This commitment is outlined in the humanitarian cooperation section of the Charter of Strategic Partnership signed by the two nations.

The document emphasizes the enhancement of exchanges through renowned programs such as Fulbright, FLEX (Future Leaders Exchange), UGRAD (Undergraduate Exchange), LEAP (Legislative Education and Practice), IVLP (International Visitor Leadership Program), and English language teaching initiatives.

Particular attention is given to simplifying visa procedures for qualified professionals engaged in cultural, educational, business, and scientific activities. The U.S. pledges to streamline the visa application process in accordance with American laws.

The document also highlights the potential of Armenia's Academic City as a hub for academic collaboration and innovation. Both sides aim to support joint initiatives for the preservation of Armenia's cultural heritage and to foster cooperation in higher education, business, and scientific research.
