The Georgian Competition and Consumer Agency (GCCA) has approved a concentration in the market for stationary and mobile lifting equipment, resulting from the acquisition of 100% of the shares in LLC “VEEBA Rent” by LLC “GTC Cranex”.
Based on the Agency’s market analysis, it was established that, as of 2023, 81 undertakings were operating in the crane equipment services market across Georgia, with the total market volume amounting to 83,969,189.7 GEL. The Herfindahl-Hirschman Index (HHI) for the relevant market stood at 803.6 prior to the concentration, indicating a low level of market concentration. Following the transaction, the HHI increased by only 7.5 points, reaching 811.1, and thus remained within the low-concentration threshold. The analysis confirmed that the market remains unconcentrated and that the incremental change in concentration is insignificant. Accordingly, the GCCA concluded that the concentration would not have a significant effect on the competitive environment.
Concentration is subject to notification to the Agency if the aggregate (total) joint income of its participants on the territory of Georgia, exceeds 20 million GEL and the joint income of at least two persons participating in the concentration exceeds 5 million GEL for the previous financial year. In case of bypassing the Competition Agency subject to the mandatory notification, before the Agency reviews the notification or despite the negative conclusion, the person with the obligation to submit the notification shall be fined.
In 2025, the Georgian Competition and Consumer Agency has approved 5 concentrations, while 4 cases are currently under review.
