GD creates a new LEPL to finance NGOs from the budget

The government is creating a new legal entity under public law, the State Grant Management Agency. The purpose of the LEPL is to finance non-governmental organizations whose "activities will be in line with the country's development priorities."

"Considering that the source of funding for public organizations in Georgia is largely foreign actors who arbitrarily determine the agenda of these organizations, the initiative of the Georgian government is to
create a legal entity under public law under government control, the purpose of which will be to support public organizations operating in Georgia with a budget, whose activities will be in line with the country's development priorities," the explanatory note reads.

After the amendment is adopted, the state agency will have the right to issue grants to non-governmental organizations. The new LEPL will employ approximately 10 people. According to the draft law prepared by the government administration, the budget of the Grants Agency this year will be 20 million GEL.
