The Ministry of Finance reports that GEL 1.3 billion in VAT excess was refunded to businesses in the first six months of 2025. This marks an increase compared to the same period in 2024, when GEL 1.2 billion was returned.
For the full year of 2024, total VAT refunds reached GEL 2.5 billion, a 9% increase (GEL 215 million) compared to 2023.
Since 2020, VAT refunds in Georgia have been processed through a fully automated system, which transfers the excess directly to the taxpayer’s bank account based on monthly declarations. Prior to this reform, the refund process was not automatic.
