Georgia Imports First Kazakh Crude Oil Cargo to Replace Russian Supplies

According to a report published today by Geostat, Georgia imported crude oil from Kazakhstan in July. Statistics show that 5.5 thousand tons of Kazakh crude oil worth $3.2 million were imported last month, marking the first time Georgia has ever imported Kazakh crude oil.

This import was linked to the operations of the Kulevi Oil Refinery, run by Black Sea Petroleum (BSP). The company stated on August 3 that it had begun processing Kazakh crude oil, a development now confirmed by the National Statistics Office. BSP indicates that it will receive additional volumes of crude oil from Kazakhstan throughout August. Furthermore, following the start of imports from Libya—expected between August 20 and 30—the company will be fully capable of replacing Russian crude oil imports.

According to BSP, this replacement process is set to occur during August and September. Additionally, the company holds a supply agreement for oil from Libya that extends through the end of 2027.

On July 24, 2026, the European Commission stated that BSP was in active communication with the Commission, explaining that the six-month transition period was designed to allow the refinery to diversify away from Russian crude oil.

The steps already taken by BSP align with these goals and timelines. Black Sea Petroleum LLC (BSP) states that the implementation of its crude oil supply diversification plan remains underway.
