Changes have been introduced to the Universal Healthcare Program. The relevant resolution has been published in the Legislative Herald.
According to the resolution, starting from June 1, 2026, on a monthly basis, the implementing body will be obliged to suspend the registration, through the beneficiary registration module, of individuals who have continuously remained outside the country for six months or more within the framework of planned outpatient services under the Universal Healthcare Program.
The resolution also states that re-registration of beneficiaries will be carried out in accordance with the conditions set out in Paragraph 4 of Article 23 of the program approved by Government Resolution No. 36 of February 21, 2013, “On Certain Measures to Be Implemented for the Transition to Universal Healthcare.”
This means that medical institutions participating in the program must register beneficiaries only on the basis of the beneficiary’s consent, which must be confirmed by the signature of the beneficiary or, in the case of a minor, their legal representative.
The resolution further notes that additional criteria for verifying beneficiaries’ registration status must be approved by a ministerial order by June 1, 2026.
