Georgia has introduced new labor migration regulations, including a quota mechanism for companies employing foreign workers and exemptions for certain short-term professional activities. According to the Employment Promotion Agency, businesses with more than five foreign employees and annual turnover exceeding GEL 50,000 will be required to agree on workforce quotas with the state.
Deputy Director of the Agency Giorgi Bunturi said the exemptions were introduced based on business needs, allowing short-term foreign specialists in sectors such as healthcare, sports, and arts to work in Georgia without obtaining a work permit and residence authorization.
Under the new rules, quotas will depend on a company’s financial turnover and will not replace the requirement for individual work permits. Employers will still need to obtain authorization for each foreign employee after agreeing on the relevant quota.
Bunturi said the reform aims to reduce illegal migration, improve labor market data, and ensure better management of foreign workforce flows, while also supporting the development of local skills to gradually reduce reliance on foreign labor.
