Georgia is raising the income threshold for individuals subject to property tax from GEL 40,000 to GEL 100,000. Irakli Kirskhalia, leader of the parliamentary majority, announced the decision following a majority meeting, saying the change was agreed in coordination with the Finance Ministry.
“The GEL 40,000 threshold will be abolished altogether, and property tax will remain applicable only to citizens with income of GEL 100,000 or more,” Kirskhalia said. He added that the amendment will be adopted under an accelerated procedure.
The current system requires individuals or families to pay property tax if their taxable income exceeds GEL 40,000. According to Finance Ministry Treasury data, individuals paid GEL 120.8 million in property taxes in 2025, up 30%, or GEL 28.3 million, year-on-year. The tax is directed to local municipal budgets.
The 2025 total included GEL 86.1 million in property tax on individuals, GEL 22.3 million on agricultural land and GEL 12.4 million on non-agricultural land. Under the current rules, taxpayers whose family income exceeds GEL 40,000 must pay the tax annually by November 15. The updated model is expected to be submitted to Parliament as a bill for consideration during the autumn session.
