Georgia Tightens Grants Law with Fast-Tracked Parliamentary Approval

The Georgian Parliament has approved amendments to the Law on Grants in a fast-tracked, third-reading vote. The new changes further restrict which funds are classified as grants and introduce additional exemptions for certain organizations.

Under the amendment, funds issued by foreign diplomatic missions, consulates, and international organizations accredited in Georgia will not be considered grants if they are directed toward activities linked to the political or public interests of a foreign government or political party.

The changes also clarify that the rules governing foreign grant issuance do not apply to grants provided to or issued by the Georgia Red Cross Society, as defined under the relevant legislation. The same exemption applies to grants issued by financial and credit institutions.

This is the latest tightening of Georgia’s grants legislation. The previous set of amendments, adopted in March, introduced stricter regulations and made non-recognition of government authority a criminal offense under the law.
