Georgia to Introduce New School Textbooks by 2028–2029 Academic Year

Georgia plans to gradually introduce new school textbooks developed by the Ministry of Education, with full implementation scheduled by the start of the 2028–2029 academic year, according to a government-backed legislative proposal.

The amendments will allow schools to continue using existing approved textbooks alongside the new materials until the replacement process is completed. Older textbooks must remain aligned with the national curriculum and be approved by the Ministry of Education.

The changes follow legislation adopted in February 2026 requiring schools to use only ministry-developed or ministry-approved textbooks from September 1, 2028. The government says a phased rollout is necessary because the development and revision of all textbooks will take several years.

According to the explanatory note, the new textbooks are intended to promote deeper knowledge, systematic thinking, and civic and national values. The reform is not expected to require additional state funding, as the necessary resources have already been allocated in the ministry’s budget plans.
