Georgia to Spend GEL 25 MLN on Black Sea Submarine Cable Project in 2026

Georgia plans to allocate GEL 25 million in 2026 for geological surveys related to the construction of a Black Sea submarine power transmission line, according to the first draft of the 2026 budget.

In total, the draft allocates GEL 222 million for the construction and rehabilitation of power transmission lines, with a share of the funds dedicated specifically to the Black Sea cable project.

The project provides a high-voltage underwater transmission network connecting Georgia’s power system with Europe. A 1,155-kilometer submarine cable will link Georgia to Romania via the Black Sea. The initiative was formalized in a memorandum signed on December 17, 2022, by Georgia, Azerbaijan, Hungary, and Romania.

The feasibility study, launched in May 2022, was prepared by the Italian energy consulting firm CESI with support from Georgia’s Ministry of Economy and Sustainable Development and funding from the World Bank. The study aimed to identify the optimal methods for implementing the ambitious project.
