A bill initiated by Georgian Dream MPs proposes amendments to the Organic Law on the National Bank of Georgia, establishing the legal status of the digital lari and authorizing the central bank to issue it.

Under the proposal, the National Bank would have exclusive authority to issue digital lari, which would be its unconditional liability at nominal value. The bill also prohibits issuing digital lari directly to finance the state budget deficit.

The amendments would create a legal basis for pilot projects and support financial innovation. Any additional research and development costs would be covered by the state budget and the National Bank, although no specific amount has been provided. The lawmakers have requested expedited consideration of the bill.

The National Bank tested the digital lari mainly between 2021 and 2024. In November 2025, however, a bank official said global interest in central bank digital currencies had declined and Georgia might not introduce the technology. BMG has asked the bank why the issue has returned to the agenda.
