Georgia’s 2027 Budget: GEL 2 BLN in New External Borrowing

Georgia’s government plans to borrow GEL 4.67 billion in new loans in 2027, including GEL 2.07 billion in external borrowing and GEL 2.6 billion in domestic debt, according to the Finance Ministry’s initial budget draft. New external borrowing will be GEL 1.2 billion lower than in 2026, when the government issued a $500 million Eurobond, while domestic borrowing is planned to increase by GEL 800 million.

The largest amounts of external financing will come from the Asian Development Bank (GEL 460.7 million), followed by World Bank (GEL 381.1 million), European Investment Bank (GEL 287.4 million), KfW (GEL 227.1 million), Asian Infrastructure Investment Bank (GEL 183.3 million) and EBRD (GEL 139.7 million).

The funds will finance various infrastructure and development projects. The largest allocation, GEL 250 million, will go toward purchasing 45 new locomotives and 10 new passenger train sets.

The railway renewal project will be co-financed through loans from the World Bank, Asian Development Bank and Asian Infrastructure Investment Bank.
