Lawyer Badri Niauri considers that the procurement system of Georgia is a killer. As he says, proper monitoring of the works performed by the winning companies in the tenders is not carried out today.
According to the lawyer, for greater reliability, the works carried out by the winning company must be assessed by an independent, third-party representative.
"Unfortunately, our procurement system is practically a killer. After each such big tender, companies are actually destroyed by large fines. He should find and hire an auditing company. The system does not recognize the conflict of interests, the customer cannot rely on the supplier for everything.
We don't understand that this is a conflict of interest. The supplier, should not be given the opportunity to end up with such an undesirable result. For this, there are third parties, expert bureaus, auditing companies, which is a fiction for the procurement system, and this fiction is caused by the fact that the state is a monopolist in all cases",- states Badri Niauri.
