Georgia’s Public Defender has urged Parliament to reject proposed amendments introducing tax incentives for casinos hosting international gambling tournaments. The bill passed its first reading on Wednesday.

The Ombudsman’s Office criticized the fast-tracked process, warning that the legislation was advanced without adequate expert consultation or a comprehensive assessment of its human rights and public health impacts.

Citing the World Health Organization, the Public Defender highlighted gambling-related risks, including mental health problems, financial difficulties, family conflicts, harm to minors and increased suicide risk.

Although the bill aims to boost tourism, attract foreign participants and increase economic activity, its explanatory note lacks an assessment of potential social harm, prevention costs and international experience. The Public Defender called for thorough scrutiny of the proposed changes, including their potential impact on public health and social welfare.
