The Georgian government will allocate an extra GEL 195 million to the 2025 universal healthcare budget, according to the revised draft budget. The additional funding became necessary after the program spent GEL 1.23 billion in the first 11 months of the year, virtually the entire annual allocation.
The Ministry of Health requested the increased resources to ensure the uninterrupted continuation of the program, which remains one of the most financially demanding components of state spending. For years, healthcare providers’ claims under the universal program have consistently exceeded planned allocations, prompting frequent mid-year budget adjustments.
In the newly submitted 2026 budget, the government plans to spend GEL 1.5 billion on universal healthcare, 280 million GEL more than the original 2025 plan, indicating an anticipated rise in demand and program costs.
