Gov't Collects 73 Million GEL from Traffic Fines in First 5M2025

In the first five months of 2025, the Georgian government collected 73 million GEL in revenue from traffic violation fines, according to a report by the Ministry of Finance's Treasury Service.

Of the total, 29.1 million GEL went to the central government budget, while 43.7 million GEL was allocated to local governments. This marks a 17 million GEL decrease compared to the same period in 2024, when fine revenues totaled 90 million GEL.

Meanwhile, stricter traffic regulations are being introduced through amendments to the Code of Administrative Offenses. The proposed changes, currently under review by Parliament, aim to curb dangerous driving behaviors and unauthorized vehicle modifications.

Key points of the draft law include:

  • Drifting will be officially classified as a traffic offense, with all drivers subject to administrative liability.
  • Pedestrian fines for violating traffic laws will double.
  • Vehicles with arbitrarily modified parts, such as custom mufflers, will be fined 200 GEL (up from 100 GEL). Offenders may also have their vehicle impounded.
  • The use of unauthorized flashing signals on vehicles, meant to mislead other road users, will result in a 2,000 GEL fine, confiscation of the signal device, and a 15-point deduction from the driver’s license. Repeated offenses will increase the fine to 2,500 GEL and a 20-point deduction.

The government says the stricter rules aim to improve road safety, reduce noise pollution, and bring vehicle standards in line with legal requirements.
