In 2025, Georgia’s newly established Government Efficiency Department identified risks of budget mismanagement and potential non-transparent spending within state programs and procurement. According to the Government Administration, the department forwarded reports of these risks to relevant investigative bodies, and criminal investigations are already underway.
The department reviewed state programs and procurements totaling GEL 114.9 million, resulting in GEL 67.4 million in budget savings. The administration did not specify which agencies or programs were linked to the savings or to the identified spending risks.
Most of the detected issues related to state procurement management, with the department providing recommendations to responsible authorities to prevent risks and mitigate potential negative outcomes. The department’s oversight is consultative in nature, focusing on monitoring, reporting, and advising rather than direct enforcement.
According to a May 27, 2025, government decree, the Efficiency Department’s main role is providing consultancy services on public spending, ensuring transparency, and promoting efficient use of budgetary resources.
