Gov’t Took A Loan From EBRD In 2015 To Improve Solid Waste Management, While Tender Was Announced Now

In May 2015, former Finance Minister Nodar Khaduri and former president of the EBRD Sir Suma Chakrabarti signed a loan agreement of EUR 7 million for the construction of a new landfill in Kvemo Kartli. Almost 7 years after the signing the contract, no new landfill has been built, moreover, no tender has been announced for it. According to the project, the solid waste landfill in line with the European standards had to receive the first garbage in 2018.

"The new landfill will be built in 2015-2018 and after that the existing landfills will be closed in the region. The project also involves purchasing the necessary technical equipment to carry out the waste management activities,”- the old press release reads.

Construction of the solid waste landfill will cost 10 million EUR, including a 7 million EUR is EBRD loan, while 3 million EUR is a grant from the Swedish International Development Agency (SIDA).

As it turns out, the project was delayed due to the time spent by the Ministry of Infrastructure on the preparation of relevant documents by the Solid Waste Company.

The tender for the project was announced by the EBRD itself. According to European bank, more than 200,000 customers in 5 municipalities of Kvemo Kartli (Tetritskaro, Marneuli, Tsalka, Bolnisi and Dmanisi) will be served by the new solid waste landfill. Submission of bids will start from February 28, 2022. It is unknown how long the construction work will last.
