Healthcare Grants Over-Performed in 2024 - Deputy Finance Minister

Deputy Minister of Finance Giorgi Kakauridze has confirmed that grants allocated to the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia were over-performed in 2024. His remarks came in response to a question from Georgian Dream MP Zaza Lominadze during a joint session of the Culture, Sports, Healthcare and Social Issues Committees, which reviewed the Audit Service’s Annual Report on the Implementation of the 2024 State Budget.

“We have three categories of grants—internal grants from LEPLs, budget support grants, and targeted grants designated for specific purposes,” Kakauridze said. “In the healthcare sector, the funds received exceeded expectations. So when we refer to the over-execution of an agency’s budget, this is often due to grants coming in above the planned level.”

According to the Deputy Minister, internal grants—those received from Legal Entities of Public Law (LEPLs)—were particularly strong, surpassing original forecasts. He noted that budget support grants and targeted grants, which are directed toward specific healthcare programs or reforms, also contributed significantly to the over-execution.

The 2024 budget performance report reviewed at the committee session provides insights into how state funds were utilized across sectors, with a specific focus on grant management, expenditure execution, and fiscal discipline.
