How Much Will The Gov't Spend In 2023?

The Parliament of Georgia supported the final version of the 2023 budget. According to the reworked version of the budget, government expenses will increase by GEL 726 million and will reach GEL 21.9 billion.

According to the ministries, funding is distributed as follows:

● Ministry of Health - 6,858 million, an increase of GEL 620.9 million compared to 2022;
● Ministry of Regional Development and Infrastructure - 3,331 million, an increase of GEL 355.9 million compared to 2022;
● Ministry of Education and Science - 2,031 million, an increase of GEL 345.9 million compared to 2022;
● Ministry of Defense - 1,260 million, an increase of GEL 177.6 million compared to 2022;
● Ministry of Internal Affairs - 1,106 million, an increase of GEL 143.5 million compared to 2022;
● Ministry of Environment Protection and Agriculture - 698 million, a decrease of GEL 44.6 million GEL compared to2022;
● Ministry of Economy and Sustainable Development - 558 million, a decrease of GEL 374.2 million compared to 2022;
● Ministry of Culture, Sports and Youth - 431 million, an increase of GEL 30.4 million compared to 2022;
● Ministry of Justice - 392 million, an increase of GEL 71.8 million compared to 2022;
● Ministry of Foreign Affairs - 186 million, an increase of GEL 9.4 million compared to 2022;
● Ministry of Finance - 106 million, an increase of GEL 0.6 million compared to 2022.


According to the major ministries, the changes are distributed as follows:

The allocations for the Ministry of IDPs, Labor, Health and Social Protection from the Occupied Territories of Georgia were set at GEL 6,798.7 million, which is an increase of GEL 771.1 million compared to the approved primary plan for 2022 (and GEL 561.1 million compared to the changes made in the 2022 budget).

o Social protection of the population - GEL 4,813.9 million, an increase of GEL 792.7 million compared to the approved plan for 2022 (and an increase of GEL 702.4 million compared to the 2022 budget).

The financing of the Ministry of Education and Science was determined at GEL 1,978.6 million, which was an increase of GEL 293.7 million compared to the allocations for 2022, including the funds mainly directed to the implementation of the following programs:

o Road infrastructure improvement measures - GEL 1,894.0 million, including GEL 1,231.5 million for the construction of high-speed highways;
o Rehabilitation of regional and municipal infrastructure - GEL 347.9 million;
o Rehabilitation of water supply infrastructure - GEL 520.0 million;
o Solid waste management program - GEL 67.0 million;
o Construction and rehabilitation of general educational infrastructure - GEL 137.3 million;
o Other programs - GEL 9.7 million.
