Illegal Gambling Sites Surge in Georgia, Up to GEL 2 BLN Flows Abroad Annually – Association

Georgia’s gambling sector continues to face serious challenges from illegal operators and websites, according to the Gambling Business Association. The group says the number of unregulated platforms has increased significantly, especially after tax hikes introduced in 2021.

Association head Giorgi Mamulaishvili claims that up to 2 billion GEL flows out of the country annually through these illegal platforms. While some of this money may return, he notes that the activity remains largely unregulated and beyond effective state control, also impacting budget revenues.

He adds that concerns about minors participating in gambling are largely tied to illegal operators, as licensed companies are subject to strict regulations. Despite some recovery in 2023, when legal operators regained part of the market and increased tax contributions, the illegal segment remains a major issue.

The association calls for joint action between the government and industry to combat illegal gambling, stating it has the expertise and resources to assist. Meanwhile, the Ministry of Finance maintains that the scale of illegal operators is not significant and says it continues to enforce measures against unregulated activities.
