Fady Asly, Chairman of ICC Georgia considers that adoption of the so-called "Offshore Law" has two goals. As he stated in TV program "Analytics", on the one hand, its goal is to adjust to Bidzina Ivanishvili's goal, while on the other to open opportunities to the other oligarchs to transfer their assets to Georgia.
"In my opinion, the "Offshore Law" has two goals. The first is that it is adjusted to Ivanishvili's goals so that he can transfer his assets to Georgia when his funds will be frozen in other jurisdictions, while the second goal is to finance the Anaklia port project. He will be part of this process along with other Russian oligarchs.
The government knows that there is a high probability of sanctions, which will have a dramatic effect on the inflow of foreign currency, investments will decrease, and there will be fewer tourists in the country. All these will have an impact on the depreciation of the national currency. And with the "Offshore Law", it paves the way for other oligarchs to bring these funds into the country," said Fady Asly.
