According to a report published by the Treasury of the Ministry of Finance, individuals paid a total of 121 million GEL in property tax in 2025. This is 30% higher than the amount paid during the same period in the previous year, an increase of 28.3 million GEL.
Property tax differs from other taxes in that the funds collected are directed to the budgets of local municipalities. Citizens or households pay property tax if their taxable income, or that of family members living permanently with them, exceeds 40,000 GEL.
The 2025 property tax collection is broken down as follows:
- Property tax from individuals: 86,073,555 GEL
- Property tax on agricultural land from individuals: 22,303,674 GEL
- Property tax on non-agricultural land from individuals: 12,406,511 GEL
- Total: 120,783,740 GEL
It is noteworthy that individuals are required to pay property tax annually by November 15 if their household income exceeds 40,000 GEL. According to the 12-month 2025 budget report, the total number of individuals who submitted a property declaration or actually paid the tax has not been disclosed. BMG requested detailed information on the 2025 property tax collection, including the number of taxpayers, from the Revenue Service in early November 2025, but a response has not yet been received.
The Ministry of Finance has been working for several years on property tax reform. According to the Ministry, the goal of the reform is to change the principle of property taxation for both individuals and businesses so that it is no longer dependent on income. However, the Deputy Minister of Finance could not specify when such a reform might be implemented.
