Infrastructure Ministry Explains Creation of GEL 63 MLN State Road Maintenance Company

The Ministry of Infrastructure says Georgia is transitioning from a road repair model to a modern road management system. The statement comes as Parliament considers legislative amendments that provide for the creation of a state-owned company for road maintenance, supported by an initial capital investment of 63 million GEL.

According to the ministry, the reform aims to improve efficiency in road maintenance, introduce unified service standards, enhance road safety, reduce accident risks, extend infrastructure life cycles, and optimize long-term budget costs. The initiative is expected to strengthen the sustainability and reliability of the country’s transport system.

The planned company will be responsible for maintaining a 105-kilometer section of the East-West international highway (Gori–Argveta), which includes 138 bridges and 59 tunnels. The ministry notes that this section is one of the most critical parts of Georgia’s transit corridor, while the rest of the road network will continue to be serviced by the private sector.

The reform also includes the introduction of modern monitoring technologies such as GPS, GIS, and SCADA systems, enabling real-time infrastructure tracking. The state operator will focus solely on maintenance and management, with no involvement in construction or design, and will be equipped with 119 specialized vehicles to support its operations.
