Speaking about the completion of systematic land registration, Deputy Minister of Justice Giorgi Dgebuadze of the “Georgian Dream” government stated that although the process formally ends on December 31, the registration mechanism for citizens will not be discontinued. According to him, citizens will still be able to register their property sporadically under the same conditions. Dgebuadze made this statement at a meeting of the Agriculture Committee.
“We would like to clarify that the systematic registration process will formally end on December 31, according to the criteria under which it is currently being carried out. However, when a citizen applies to the agency individually, the agency will be able to conduct registration in the same manner, in accordance with the criteria established for systematic registration, based on the individual application,” Dgebuadze said.
According to the draft law initiated in Parliament, starting January 1, 2026, land registration will continue only sporadically. Citizens who did not meet the requirements for systematic registration, or were unable to register their property for various reasons, will have until January 1, 2027 to complete registration.
The Deputy Minister stated that the registration fee will be determined by law and will remain regulated. He noted:
“The government will set the fee. The fee will comply with the criteria established by Georgian legislation. There is also a Constitutional Court ruling on this matter,” said Dgebuadze.
Notably, the draft law itself does not specify how much land registration will cost under the new rules. The explanatory note indicates that the tariff must be determined by the Government of Georgia by January 1, 2026. Furthermore, the price must not exceed twice the current maximum tariff for the agency’s services. Today, the maximum tariff is 600 GEL, meaning the registration cost could be set at up to 1,200 GEL.
