Georgia’s Ministry of Economy has granted the Municipal Development Fund the right to expropriate land near the airport turnoff in Tbilisi for a planned 70,000-seat stadium, according to an order published on the Legislative Herald of Georgia.

The expropriation concerns a 537-square-meter plot owned by a private individual, along with a building under construction with a total area of 588.4 square meters. The property is located at 6 Shalva Loladze I Lane.

The order classifies the project as being in the public interest, allowing the fund to acquire private property through expropriation after failing to reach a voluntary purchase agreement with the owner.

Most of the land in the project area has already been acquired, including a 101,000-square-meter site associated with the developing campus of the University of the Black Sea. The process is now continuing for privately owned plots surrounding the main site.

In August last year, the government announced an international tender worth GEL 876 million for construction of the stadium. After bids were submitted, the Municipal Development Fund said the tender would be cancelled and relaunched at a later date.

However, the stadium project was subsequently removed from the revised 2026 state budget, and construction funding is also absent from the draft 2027 budget.

Despite the lack of allocated construction funding, land acquisition for the project continues.
