Lawyer Urges Landowners Not to Delay Registration Until 2027

Landowners should not wait until the final deadline to register their properties, as ownership rights over real estate legally arise only after registration with the Public Registry, lawyer Tamar Gochelashvili said.

Since January 1, 2026, land registration has been carried out only through the sporadic process, while citizens who failed to complete registration under the systematic program have until January 1, 2027. According to Gochelashvili, the reform aims to organize land records, accurately map plots, and align Public Registry data with actual ownership.

She explained that the state’s systematic registration program covers land surveying, document collection, and registration free of charge, while sporadic registration requires citizens’ initiative and expenses. Around 95% of the systematic registration process has already been completed, with more than 1.5 million new owners registered.

The lawyer stressed that missing the deadline does not mean citizens lose their property rights, which are constitutionally protected. However, she warned that without official registration, ownership cannot be fully protected or legally used for transactions.
