According to Georgian legislation, LEPLs, which have independent revenues of more than 1 million GEL, are obliged to transfer at least 10% of their own revenue to the state budget.
As of the State Audit Office, LEPLs of the Ministry of Justice violated this obligation in 2020. According to the document, about 14.6 million GEL was not transferred to the central budget.
"The following LEPLs did not transfer money to the budget: LEPL National Bureau of Enforcement; LEPL Public Service Development Agency; LEPL Digital Governance Agency; LEPL Levan Samkharauli National Forensics Bureau; LEPL -National Archives of Georgia; LEPL House of Justice; LEPL Legislative Herald of Georgia; LEPL Smart Logic; LEPL National Agency of Public Registry. The remains were accumulated by the first 5 agencies,"- the report of the Audit Service reads.
As the Ministry of Justice explained, the revenues of LEPLs were characterized by a "critically declining trend", due to which it was impossible to transfer this amount to the budget.
Despite this statement, the Audit Office itself notes that remains have been accumulated in the amount of GEL 8 million in the case of several LEPLs.
"Due to the spread of the new coronavirus in Georgia in 2020, the revenues of LEPLs of the Ministry of Justice were characterized by a critically declining trend.
For example, during this period, the average daily income of the National Agency for Public Registry fell from GEL 200,000 to GEL 45,000, while in the case of the LEPL, the State Services Development Agency decreased from GEL 260,000 to GEL 30,000.
Due to this, legal entities of the Ministry of Justice of Georgia were not able to transfer at least 10% of (their) revenues to the state budget in 2020," the press service of the Ministry of Justice said.
