MIA to Create Special Division to Monitor Hate Speech and Aggressive Communication

Georgia’s Vice Prime Minister Mamuka Mdinaradze announced that, following consultations with the Ministry of Internal Affairs, a special division will be established within the MIA to monitor hate speech, offensive campaigns, and aggressive communication in the public sphere, as well as to ensure corresponding legal responses.

He said the state’s responsibility is to protect freedom of expression and dissenting opinions, while at the same time ensuring that incitement of hatred, hostility, and abusive rhetoric is not tolerated in public discourse.

Mdinaradze noted that the government had previously taken a step to “open space for debate,” arguing that political and social polarisation had been encouraged over the years by external actors, leading to the normalisation of aggressive rhetoric.

He added that the new division will operate proactively, meaning it will not rely solely on citizen complaints but will conduct its own monitoring, carry out legal assessments, and refer cases to courts when necessary.
