Giga Parulava, deputy chair of the parliamentary faction of “For Georgia,” has questioned whether shadow economic deals could be taking place under the guise of humanitarian assistance, following reports that fuel was supplied from Georgia to Russian-occupied Abkhazia.
Parulava said his political team supports genuine humanitarian measures that improve the living conditions of Georgian citizens and Abkhaz communities. However, he stressed that the process must be fully transparent, noting that Georgia’s Law on Occupied Territories prohibits economic activities there without special authorization.
He called on the government to publicly clarify how and for what purpose the fuel was transported to Abkhazia. In particular, he asked whether there is an official legal act authorizing the shipment and what its final destination was, as well as whether any shadow economic transactions are being conducted under a “humanitarian” label.
The issue emerged amid a fuel shortage in Abkhazia, which is largely supplied by Russia. In August, fuel reportedly entered the occupied region from Georgia for the first time, with Prime Minister Irakli Kobakhidze saying that 680 tons had been supplied by August 18. The fuel was sold by Solidus, a company whose special status was extended by the government for three months.
