Georgian National Bank Board Member and former Agriculture Minister Otari Shamugia has submitted his asset declaration, revealing that his and his spouse’s main source of income in 2025 was salary earned from public sector positions. According to the document, Shamugia received GEL 145,201 in net employment income during the year after joining the National Bank’s board on February 9, 2025.
Shamugia’s spouse, Mariam Samkharadze, who works as a senior specialist at the Ministry of Environmental Protection and Agriculture, earned GEL 31,345 in salary over the same period. The family’s combined annual income from employment amounted to GEL 176,546, which corresponds to an average monthly income of around GEL 14,700 for the household.
The declaration shows that Shamugia owns a 100% share of an apartment on Lubliana Street in Tbilisi, measuring 33.8 square meters, which he acquired through an exchange transaction in December 2024 for USD 75,000. His wife owns a garage on the same street, purchased in 2023 for USD 5,000, as well as an apartment on Vazha-Pshavela Avenue received as a gift in 2016.
Mariam Samkharadze also purchased a 2021 Lexus vehicle in September 2025 for USD 26,000, while selling her previous car for USD 7,000. The family also reported several bank loans, including Shamugia’s mortgage and consumer loan payments, as well as a vehicle loan held by his spouse. Other major expenses declared for 2025 included children’s education costs of GEL 14,790, foreign travel expenses of GEL 13,550, property tax of GEL 5,000, and an GEL 8,000 gift provided by Samkharadze to her brother.
