Nearly 80,000 government decrees issued during Irakli Garibashvili's tenure as Prime Minister remain unpublished and, consequently, hidden from the public.
Search results on the government's official registry link currently return no decrees issued between 2021 and 2023.
Following a three-year pause, the Government of Georgia—under the leadership of Irakli Kobakhidze—published its first decree in February 2024. At the time, the press service of the Government Administration told BMG that efforts were underway to publish decrees from previous years as well. However, Kobakhidze's administration has yet to release any of those older documents.
"The decrees are being processed. We are talking about more than 80,000 documents, and processing them takes time," the government press service informed BMG when asked again why these legal acts have not been made public.
The press service could not specify when the processing will be completed or when the documents will begin to be uploaded.
Two-time Prime Minister Irakli Garibashvili is currently imprisoned. The former Prime Minister was charged just a few days ago with a new offense—accepting large-scale bribes. According to the Prosecutor's Office, former Minister of Defense Juansher Burchuladze cooperated with the investigation into his case. The charge carries a penalty of 11 to 15 years in prison.
