New Residential District Planned on Site of Former Tbilisi Electric Locomotive Building Plant

A major residential development is being planned on the 257,920-square-meter site of the former Tbilisi Electric Locomotive Plant on Guramishvili Avenue. The project’s zoning change application has been submitted to the relevant authorities by Georgian Railway Service Group.

The site stretches between Grmagele and Guramishvili metro stations and is one of Tbilisi’s largest former industrial areas. Under the proposed master plan, the development will feature residential buildings ranging from 11 to 26 stories in height.

The project provides the construction of approximately 280,000 square meters of residential space, along with nearly 29,100 square meters of public facilities, 14,500 square meters of commercial areas, and almost 19,900 square meters of educational infrastructure.

Since January 2025, the property has been owned by Georgian Railway Service Group, a company fully owned by Georgian-Russian dual citizen Solomon Chkhaidze. Founded in 1957, the locomotive plant was once a major Soviet-era manufacturer. After years of decline following privatization, the vast industrial site is now set to be transformed into a large mixed-use residential neighborhood.
